Can a girl have feelings for a person after rejecting that same person?

I am a first yr college student and I told my friend that i liked her in december, but she said she didnt feel the same way. over the winter break, she didnt rlly keep in any touch with me. But now college is startin and she is slowly starting to talking to me. She hangs out with me a little now when we r 1on1, but mostly its when we r with other friends. Is this a good sign that our friendship will get better despite me telling her my feelings?? and also, i am over her and i just want her as my frnd but is there any chance she might start to have feelings for me if we stay friends??
